Considering the sensitive Alpine environment and potential conflicts, a smart coordinated approach to steer the development of renewable energy systems is necessary in the Alps. Also, the development of energy-efficiency solutions needs to be tailor-made in the Alps, e.g. to meet the specific needs in areas with low-population density. To realize ambitious energy savings, the transition towards climate-neutral Alps will also require a change in behavioural patterns, lifestyles and business models which have specific patterns in the Alps that require customized approaches.


The Alpine area uses the full potential of energy-efficiency and energy-savings solutions. In particular, the building stock is fully climate neutral in its operation, making use of local & sustainable materials as well as passive heating & cooling options.

The potential for renewable energies for electricity, heat and mobility demands is fully used in the Alpine area, based on a common set of guidelines to assess the adequacy of renewable energy sites, under consideration of climate change impacts, conservation of sensitive ecosystems, and other
potential trade-offs.

An ecologically sound, efficient and resilient system of decentralized energy solutions, integrating new electricity demands (housing & transport) and making use of innovative energy storage systems & smart grids, meets the challenges of a fluctuating energy supply and improves resilience to potential climate change impacts.

The Alpine energy system builds on the principle of energy democracy: citizens, private stakeholders or other members of the civil society are involved in the planning of energy projects and are financially participating in relevant projects.

Alpine hydropower stations are managed and, if necessary, adjusted to meet the needs of a more fluctuating renewable energy system as well as the challenges of changing seasonal water availability, ecologically required residual water flow and the increasing need to balance different water uses.
